He was convicted to conspire to smuggle Chinese produced QW-2 Man-Portable Surface-to-Air Missiles into the United States becoming the first person in USA to be charged for smuggling anti-aircraft missiles into the United States after the 9/11 attacks.
The confirmation of his act came as he met with an undercover FBI agent and agreed to import Man-Portable Surface-to-Air Missiles from China.
QW-2 Man-Portable Surface-to-Air Missile is a third-generation Chinese shoulder-fire missile which uses all-aspect IR-homing to attack low flying aircrafts. It was first displayed at the Farnborough Air Show in 1998.
QW-2 missiles can be used to target aircrafts flying from 10m to 3500m and their maximum range is 6km.
